A Viral Post Points to a Tel Aviv Dental Center for Detroit’s Warehouse of Human Heads. The Court Record Points to Phoenix and Chicago.
The real scandal is documented, prosecuted and still mostly legal, and it needs no conspiracy to be worse than the rumor

A Substack post published Aug. 27 and shared widely since says federal agents found more than 1,200 human heads in a Detroit warehouse, then ties the shipments to a dental center in Tel Aviv and a family in Montreal. The warehouse is real. So is the man who ran it. Arthur Rathburn, a cadaver dealer from Grosse Pointe Park, was sentenced to nine years in federal prison in May 2018 for selling body parts that carried HIV and hepatitis, according to FOX 2 Detroit. But investigators traced many of the remains to donor programs in Phoenix and Chicago, WXYZ reported, and none of the trial and sentencing coverage we reviewed mentions Tel Aviv.

Huge Announcement Just Dropped at DRN
Step back and sort what is documented from what is not. Documented: a December 2013 FBI raid on Rathburn’s Detroit warehouse. A Reuters report that agents found four fetuses there. A federal jury that convicted him in January 2018. A nine-year sentence from U.S. District Judge Paul Borman. A separate Arizona jury that awarded $58 million against the owner of a Phoenix body-donation company. Not documented: the headline number, the Tel Aviv link, and any evidence that a family abroad took part.
So the question this story forces is not who the secret villain is. If the record is already this ugly, why does a rumor need an invented one? And what does it say that the people who went to prison were punished for fraud, not for what was done to the bodies?
What the record says about Detroit
Agents raided Rathburn’s warehouse in December 2013. They reported unsanitary conditions, body parts in coolers, paint cans and plastic containers, blood stains on the floor, dead flies, and heads and body parts frozen together, FOX 2 Detroit reported. Investigators found parts from more than 1,000 different people, including heads, arms and legs, WXYZ reported. The case came to light when parts were damaged in shipping. “Human heads that were infected that went on cargo planes including Federal Express,” said former U.S. Attorney Barbara McQuade, as quoted by WXYZ.
Reuters, citing confidential photographs taken during the raid, reported in December 2017 that agents found four fetuses that appeared to be in their second trimester, submerged in a liquid that included human brain tissue. Photos also showed rotting heads floating face up in a plastic cooler. Rathburn’s lawyers did not respond to Reuters, and the FBI declined to comment.
In January 2018 a jury found Rathburn guilty of selling body parts with HIV and hepatitis A, B and C to doctors and dentists without disclosing the positive test results. Judge Borman sentenced him in May 2018 to nine years; prosecutors had asked for 14. His ex-wife, Elizabeth Rathburn, pleaded guilty to fraud and testified that the couple lied about the diseased parts to avoid losing business. Stephen Gore, who owned the Biological Resource Center in Arizona, testified that Rathburn ordered cheaper infected parts from him to earn more money. No one was infected, the government said, but customers and airport employees were put at risk.
The claims the record does not support
The viral post says agents found 1,200 heads. The coverage we reviewed never gives a count of heads. It says parts from more than 1,000 people, which is not the same thing. The post says eight heads arrived at the Detroit airport from Tel Aviv in 2012, packed in trash bags. No trial, sentencing or Reuters report we read mentions that shipment, Israel or Tel Aviv. It says Rathburn was arrested in 2016; he was convicted in 2018. It says the Phoenix company was ordered to pay $58.5 million; the jury’s award was $58 million, according to Fox News.
The post also names a dental academy in Montreal and a family it says escaped scrutiny. Nothing in the court coverage ties them to the case, and no charge or finding names them. An accusation with no record behind it is a rumor with an address, not a lead.
Aiming that rumor at one family, or at the people of one country, is the oldest move there is, and it does the real culprits a favor. It points the public away from the industry that made Rathburn possible.
Phoenix is worse than the rumor, and the law barely touches it
Gore pleaded guilty in October 2015 to a felony charge of illegally conducting an enterprise. He admitted his company gave vendors contaminated human tissue and used donations in ways donors had not allowed, and prosecutors said he held no licenses or certifications related to body donation, Fox News reported. He received a year of deferred jail time and four years of probation. Jurors saw a price list showing a torso without a head sold for $4,000.
When the FBI raided the Phoenix facility in 2014, former agent Mark Cwynar testified in the later civil case, agents found “a cooler filled with male genitalia” and “a bucket of heads, arms and legs,” Newsweek reported. Court filings described a woman’s head sewn onto a large male torso, which the lawsuit called a “morbid joke.”
Doris Stauffer died in hospice in 2013 with Alzheimer’s disease. The donor form asked whether the body could be used in “non-medical projects that could involve exposure to destructive forces,” Reuters reported, and her son, Jim Stauffer, says he marked “no.” According to Reuters’ 2016 investigation, the company cremated one of her hands, mailed him the ashes and sold the rest of her body to an Army research project for $5,893. Army officials told Reuters they had not seen the consent forms and had trusted the company’s word.
In November 2019 an Arizona jury ruled for 10 of 21 plaintiffs against Gore and awarded $58 million: $8 million in compensatory damages and $50 million in punitive damages. “It sends a message to others that don’t want to be honest or trick people into doing this,” said Michael Burg, an attorney for the donor families.
Look at what each man was punished for. Rathburn was tried on fraud, false-statement and hazardous-material charges, WXYZ reported. Gore pleaded guilty to running an illegal enterprise. Newsweek noted that selling cadavers and body parts is legal in the United States, while trading fetal tissue is not. Reuters found that many body broker facilities go uninspected. One of its reporters bought two human heads and a cervical spine from a Tennessee broker for $900 plus shipping after a few emails.
Sharona Hoffman, a law and bioethics professor at Case Western Reserve University, told TIME that whole-body donation is not heavily regulated and has not been a high priority.
That is the scandal that survives every fact-check. People give their dead to science, often poor families who take free cremation in exchange, Newsweek reported. Brokers dismember them, price the parts and ship them. And the law that governs the business is mostly a law against lying about it.
What to watch
Watch what a story does when it has no source. A claim about severed heads and a foreign dental office travels fast. A licensing bill for body brokers does not travel at all. The gap Reuters documented is the part that can still be fixed, and whether any lawmaker tries is the thing to watch.
A rumor that needs a villain from abroad lets everyone at home off the hook. The record already names the villains: a man who rented diseased heads to dentists, a Phoenix owner who sold a woman’s body to the Army against her son’s written refusal, and a system that treated both as paperwork problems.
